> WHEREAS: The National Academy of Sciences Institute of Medicine has

> potential therapeutic value for cannabinoid drugs, particularly for
> symptoms such as pain relief, control of nausea and vomiting, and appetite
> stimulation;" and
> WHEREAS: The New England Journal of Medicine has stated that "prohibiting
